Layers matter when two or more ongoing effects change the same object at the same time. The system looks intimidating because the Comprehensive Rules must cover interactions among thousands of cards. At the table, however, most layer questions can be handled with a short process: identify the continuous effects, place each one in its layer, work from Layer 1 through Layer 7, and resolve same-layer conflicts only when necessary.

What are layers in MTG?

Layers are the rules framework Magic uses to determine how continuous effects modify objects. Continuous effects can change characteristics such as color, card type, abilities, power, and toughness. They can also change control or affect players and the rules of the game. Such effects may come from static abilities or from spells and abilities that have resolved.

The important word is continuous. A one-time action such as destroying a creature, drawing a card, or putting a counter on something is not itself sorted through all seven layers. Layers become relevant when the game needs to determine what an object currently looks like while ongoing effects coexist.

That order is fixed by the Comprehensive Rules: copy, control, text, type, color, abilities, and power/toughness. The exact mnemonic matters less than consistently starting at the top rather than guessing which effect feels newer or stronger.

Layers are not the same as the stack

The stack determines the order in which spells and activated or triggered abilities resolve. Layers determine how continuous effects are combined after those effects exist. These are related stages, but they answer different questions.

Suppose one spell resolves and creates a continuous effect, then another spell resolves and creates a second one. The stack tells you which resolved first. Once both effects are active, the layer system determines how they modify the affected object. A static ability can also generate a continuous effect without being put onto the stack at all.

This is why “the last effect wins” is an unreliable shortcut. Recency can matter within one layer, but it does not replace the seven-layer sequence.

A four-step method for solving layer questions

  1. Identify every continuous effect that currently matters. Ignore unrelated one-time actions and effects that have already ended.
  2. Assign each effect to its appropriate layer. One effect may contain parts that belong in different layers.
  3. Apply the effects from Layer 1 through Layer 7. Complete any relevant power/toughness sublayers in order.
  4. When two independent effects apply in the same layer or sublayer, check dependency and then use timestamp order if no dependency controls the result.

Do not physically change the card after each step and assume the result is permanent. Magic continually recalculates the object as the game state changes. The ordered checklist is a way to determine its current characteristics at a particular moment.

Layers 1 through 6 in plain English

Layer 1: Copy effects

Start by determining the object’s copiable characteristics. If an object becomes a copy of something else, that copied foundation needs to be established before later effects alter its type, color, abilities, power, or toughness.

Layer 2: Control-changing effects

Next, determine who controls the object. Effects that give one player control of another player’s permanent belong here. Control is handled before changes to text, type, color, abilities, or power and toughness.

Layer 3: Text-changing effects

This layer covers effects that actually change words in an object’s text, such as replacing one color word with another. It does not include every effect that changes what a card can do. Adding or removing an ability belongs in Layer 6.

Layer 4: Type-changing effects

Here, determine card types, subtypes, and supertypes. An effect that turns a permanent into a creature, adds a creature type, or removes a card type is applied in this layer.

Layer 5: Color-changing effects

Now determine the object’s colors. This ordering can matter when a later effect checks whether an object has a particular color.

Layer 6: Ability-adding and ability-removing effects

Apply effects that grant abilities, remove abilities, or state that an object cannot have a particular ability. Keywords such as flying, trample, deathtouch, and vigilance are abilities, so effects that grant or remove them are normally handled here.

Layer 7: How power and toughness effects work

Power and toughness require extra ordering because several fundamentally different effects can change the same numbers. Layer 7 is divided into four sublayers. They are applied in this sequence: characteristic-defining abilities, effects that set power or toughness to specific values, modifiers and counters, and effects that switch power and toughness.

Consider a creature affected by “This creature becomes 1/1” while it has one +1/+1 counter. The set effect applies in Layer 7b. The counter applies in Layer 7c. The resulting creature is 2/2, assuming no other relevant effects.

The same principle applies to an ordinary +2/+2 bonus. The creature is set to 1/1 in Layer 7b and then receives +2/+2 in Layer 7c, producing 3/3. It does not matter which of those two effects started first because they occupy different sublayers.

Counters do not have a separate eighth layer, and they are not automatically applied after every other bonus. Power/toughness counters and ordinary power/toughness modifiers are both handled in Layer 7c. If multiple independent effects conflict within 7c, the same-layer rules may become relevant.

Example: color changes before a color-based bonus

Imagine that one continuous effect makes a creature blue. Another continuous effect gives blue creatures +1/+1. The color-changing effect applies in Layer 5, so the creature is blue by the time the game reaches the power/toughness modifier in Layer 7c. It therefore receives the bonus.

This remains true even if the power/toughness effect existed first. The layer order, not the effects’ ages, determines which category is applied first. Timestamp order is unnecessary because the two effects do not occupy the same layer.

Timestamp order: when the newer effect matters

If multiple independent continuous effects apply in the same layer or sublayer, the general rule is timestamp order: apply the older effect first and the newer effect afterward. This is the limited situation behind the phrase “the latest effect wins.”

For example, suppose two independent effects in Layer 5 say that the same creature is different colors, and each one replaces its existing colors. If no dependency is involved, the later timestamp is applied last and determines the final color.

Even here, “wins” can be misleading. Some effects add characteristics rather than replace them, and some affect only part of an object. Applying an effect last does not necessarily erase everything an earlier effect did.

Dependency: the exception to timestamp order

Before using timestamps, check whether one same-layer effect depends on another. In simplified terms, dependency can exist when applying one effect changes whether the other applies, what it applies to, or what that other effect does. The dependent effect is then applied after the effect it depends on, even if ordinary timestamp order would suggest the opposite.

Dependency is one of the points where a quick table explanation can stop being enough. First confirm that the effects really occupy the same layer or sublayer. Then ask whether applying one changes the applicability or result of the other. If not, return to timestamp order.

You do not need to search for dependency in every ordinary interaction. Most questions are resolved simply by placing effects in different layers. Dependency matters only among effects competing within the same layer or sublayer.

Common mistakes to avoid

  • Using resolution order instead of layer order after continuous effects have been created.
  • Assuming the newest continuous effect always determines the result.
  • Treating printed text as the final answer when current Oracle text may differ.
  • Putting all power/toughness changes into one undifferentiated step instead of using Layer 7’s sublayers.
  • Treating +1/+1 counters as though they belong in a separate layer.
  • Checking timestamps before asking whether the effects occupy the same layer and whether dependency applies.
  • Assuming an ability-removing effect retroactively prevents every part of another continuous effect without checking the detailed rules.

When to check Gatherer or ask a judge

Use the current Oracle text when a layer question involves a specific card. Small wording differences—such as “is,” “becomes,” “in addition to,” or “loses all abilities”—can determine which layer applies and whether an existing characteristic is replaced or retained.

Wizards Support identifies Gatherer as the official card database and directs players there for card-specific rules questions. For a sanctioned event, the tournament organizer or judge is responsible for the ruling used at that event.

Checking an authoritative source is especially worthwhile when an interaction involves copy effects, face-down objects, characteristic-defining abilities, type changes that interact with abilities, or several same-layer effects. Those cases can involve qualifications beyond the beginner checklist.

The practical takeaway

When continuous effects overlap, do not begin by asking which one happened last. First sort them into copy, control, text, type, color, abilities, and power/toughness. Within Layer 7, apply defining abilities, set values, modifiers and counters, then switches. Only after effects land in the same layer or sublayer should you check dependency and timestamp order.

That distinction resolves most beginner layer questions: layers decide which kind of change applies first, while timestamps usually settle independent effects competing in the same category.
